United Way and Agencies Cope with Decline in Contributions

- The United Way of the Greater Dayton Area Board of Directors approved adjusted allocations for the Partner Agency programs supported through the volunteer fund distribution process for the fiscal year beginning July 1, 2009. Many of these programs had received three-year allocations in July 2008, but the decline in the most recent United Way campaign was so significant that all programs had to be reviewed again.

United Way President Allen Elijah said, "The recession and its effect on the 2008 United Way campaign have caused a perfect storm of fewer resources available for services while more people are seeking help."

As a result of the 19.5% decrease in total contributions, coupled with a greater share of the contributions having been directed to specific agencies, the allocations to Partner Agency programs had to be reduced by 24%. Determining how to spread this reduction was an arduous task for the volunteers because all of the programs have demonstrated they meet a priority need and deliver a high quality service.

"United Way and the Partner Agencies are working hard to not only maintain current levels of service but also meet the increased demand, all the while coping with the reality of making cuts to our already lean operating budgets," Elijah said. "Some reduction in services will be an unfortunate, painful reality until the United Way campaign rebounds to a point where allocations can be returned to their pre-2007 levels."

Some one-year programs were not renewed simply due to the shortfall in contributions. Prescription assistance programs were consolidated into one agency. In making other reductions, the volunteers looked at: priority needs in the current economy; United Way funding as a percent of total agency or program budget; and agency percentage of the total allocable pool.
